State security officer Gheorge Preda was assassinated in Bucharest by a CIA sniper in 1988. Over a decade later, an evidence trail erupts to potentially expose the unsanctioned operation—even detailing in cryptic messages the exact location of the murder weapon. Stopping the evidence leak proves to be more than a mere coverup for the agents of the World Espionage Bureau (WEB). The mission they undertake brings the agents to Bucharest where they race against time—as well as the frontier police and foreign operatives—to recover a signaling device that had been dormant for years.
